EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will responsible for soliciting, evaluating, negotiating, awarding, administering, analyzing, advising on, and/or terminating contracts for procurement of supplies and services for the agency. Typical assignments include:
- Using complex contracting methods to plan and carry out long-term pre-award and post-award procurement actions, to include: soliciting, evaluating, negotiating, awarding, administering, analyzing, advising on, and/or terminating contracts for the procurement of supplies and services for major complex acquisitions.
- Advising executive management and senior-level staff on all procurement actions for an organization and determines the types of procurement instruments to be issued which best meet the needs of the agency.
- Preparing acquisition plans, milestone charts and related schedules for major complex projects, advising senior program officials of the procurement objectives to used, and assisting in the preparation of statements of work applicable to Agency programs for assigned areas.
- Ensuring all actions have been taken to safeguard the interests of the Agency in its contractual relationships, including insuring that all requirements of law, executive orders, and regulations have been met.

You qualify for this position at the GS-14 level (starting salary $122,530) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
- Identifying and determine guidelines and requirements to procure or administer contracts, which includes pre- and post- award functions;
- Evaluating contracts to ensure the required terms are included based on procurement policies and procedures;
- Preparing solicitation documents, analyzes proposals, or negotiates with potential contractors;
- Administering contracts, to include negotiating, modifying, managing and monitoring performance;
- Serving as a lead negotiator for developing and managing contracts and communicating results and guidance to stakeholders.

This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements.
