Responsibilities
During the current period of mandatory telework required by the Agency’s COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO – Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time.
The incumbent is responsible for reviewing, determining and interpreting the general requirements of the Patent and Trademark Office Acquisition Guidelines (PTAG), Patent and Trademark Office Acquisition Manual (PTAM), Commerce Acquisition Regulations (CAR), Commerce Acquisition Manual (CAM) and Federal Acquisition Regulation (FAR).
The incumbent is also responsible for reviewing and determining performance of FAR and CARs contract functions consistent with assigned mission; providing an interface for USPTO contract management policies and procedures with USPTO; and participating in working groups established to review DOC-wide contract management policies and procedures.
In addition to these duties, the incumbent will as be responsible for:
- Serving as a senior staff specialist responsible for developing, implementing and maintaining policies and procedures for managing the Procurement Analysis and Policy programs.
- Serving as senior advisor, technical expert and the USPTO program manager for the establishment and maintenance of a procurement policy handbook. Responsible for providing overall agency management, monitoring and policy direction regarding the procurement policy program.
- Developing policies and procedures and administers USPTO implementation of assigned performance based procurement policy through issuance of related USPTO policy and development and issuance of regulatory guidance.
- Providing expert technical guidance to PROC for use in resolving unusually difficult or precedent-setting issues, which may have far-reaching or continuing implications throughout’ USPTO or other Government and Federal departments and agencies, and industry.
- Implementing policies and/or initiatives by analyzing, evaluating, and advising on resource requirements, possible methodologies, and necessary policies or procedures. Also analyzes the impact (on efficiency, workload, etc.) a new/modified initiative may have on ongoing Office of Procurement operations.
- Performing vital quality assurance, testing, workflow analysis, and other studies of processes and procedures to improve the acquisition process.
- Identifying and analyzing procurement issues and their impact on local procedures.
- Supporting the development, implementation and maintenance of for policies and procedures for managing the Procurement Analysis and Policy programs.
- Planning, directing, and coordinating small and disadvantaged procurement preference programs. Reviewing all new contract actions and recommends appropriate method of procurement consistently achieve goals.
- Meeting with industry representatives of small, minority, and women-owned concerns and refers companies to Contracting Officers and program office customers. Conducting periodic review of progress towards meeting goals and recommends course of actions to improve performance.
- Reviewing, analyzing and interpreting FAR and DOC policies and procedural guidance as well as that prepared internally and by other agencies to determine impact on assigned mission responsibilities.

Qualifications
You must meet the following United States Office of Personnel Management’s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. CANDIDATES FOR GS-14 GRADE LEVEL MUST MEET THE FOLLOWING BASIC REQUIREMENTS:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
IN ADDITION to meeting the basic requirements in paragraphs A and B, candidates must meet specialized experience requirements.
Specialized Experience: is experience that has equip
ped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes:
- Experience serving as a technical expert in the procurement oversight process ensuring the office is in compliance with procurement laws, regulations, policies, and procedures;
- Experience providing acquisition-related training to diverse audiences that include contracting officers (CO), contract specialists (CS), contracting officer representatives (COR) and program office representatives; and/or
- Experience researching, writing vetting, and promulgating procurement policies, regulations, and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
